Synergistics has successfully managed and executed 5 task orders to date, valued at over $1.5 million. Producing estimates totaling over $850 million in project costs, Synergistics continues to demonstrate its commitment to excellence in providing quality technical support to its clients.

Cost Estimating

Synergistics has provided independent cost estimates for projects ranging from minor infrastructure improvements to capital assets – featured estimates include a newly designed 400 Area Fire Station; the new 200 Area water treatment facility; 100 Area pump upgrades; and the 200 Area transfer building. Synergistics has provided Government Accountability Office (GAO) compliant estimates meeting requirements ranging from Class 5 (rough order of magnitude) to Class 1 (100% design, bid package or check estimates). The estimates we have provided are fully featured, stand-alone products, including detailed estimating plans, basis of estimate documentation, and WBS Dictionaries. Each estimate we provide is accompanied by a comprehensive checklist of GAO attributes that documents how and where these requirements have been satisfied.

Proposals

Synergistics has provided Federal Acquisition Regulation (FAR) compliant estimates for Reliability Project Task Orders and other DOE directed task orders.  Our proposal estimates meet the level of quality required to support certified cost or pricing data and include narrative support that interfaces with the overall proposal development for our client.

Requests for Equitable Adjustment and Claims

Synergistics has provided cost engineering support to HMIS in the development of specialized request for equitable adjustments (REA) proposals and was a key contributor to successful negotiations for several early contract REAs, including reduction proposals due to late award, and delay proposals substantiating additional escalation and re-alignment of budgets. Synergistics provided analytical support during negotiations, and the data and arguments developed were used to negotiate an overall favorable increase to contract fee (~$3 million) for HMIS.

Cost Estimating System Contract Compliance Audit and Update

Synergistics oversaw the development of a “GAO 12-step” compliant estimating program, which included a sizeable update to the estimating department’s system description. The HMESC contract came with new requirements for the estimating system; chief among those requirements was the system would follow the GAO best practices (DOE G 413.3-21A). Synergistics provided the technical expertise and knowledge base to update the system description, train HMIS personnel on the new requirements, and successfully received approval of the system from DOE.

ProPricer Pricing Software – Programming and Maintenance

Synergistics employs database and software support specialists which bridge the gap between system application and software integration. For HMIS, Synergistics has maintained the ProPricer platform, which is vital to delivering CAS compliant data accompanying proposals and other cost packages to DOE. This has included algorithm development, adaptation to new cost structures, and detailed back-end report writing functions. As with many of our services, Synergistics has provided user training on this platform, and has provided numerous “quality of life” improvements over the life of the task order.
